I have HIP running, and in the HIP configuration manager I can use the remote to move the highlighted selections so I know it's working properly. I've tried LM remote and it doesn't seem to support my remote.

Simply disconnecting the MIRC from the USB port will fix this issue.It does show as "eHome Infrared Receiver" under the Universal Serial Bus Controllers in the Device Manager. The MIRC (Microsoft Infrared Remote Control) seems to disable the tilde (~) key in both Oblivion and Morrowind.
